Teaching Faculty

Prof Kumaralingam Amirthalingam is a Professor at the Faculty of Law, National University of Singapore (NUS). He obtained his LLB (Hons) and PhD in law from the Australian National University (ANU) where he commenced his academic career and where he presently holds an appointment as Adjunct Professor. Kumar joined NUS in 2000 and over the years has served as Vice Dean (Academic Affairs), Vice Dean (International Programmes) and Director, Asian Law Institute. He is the Chair of the NUS Teaching Academy and serves on various faculty and university committees. From 2012 to 2014, he was on secondment to the Attorney-General's Chambers, Singapore as a Deputy Public Prosecutor and Senior Director (Research & Policy). His research is primarily in the areas of criminal law and justice (focusing on the role of the Public Prosecutor), and in tort law (focusing on economic loss and medical liability).

Christopher is a lawyer and a partner in the firm of Rodyk & Davidson LLP. His main areas of practice are in professional malpractice, commercial litigation and insurance. He is a Fellow of the Singapore Institute of Arbitrators and is experienced in all forms of dispute resolution, whether through mediation or litigation in the Singapore courts or arbitration under the Rules of the Singapore International Arbitration Centre or the International Chamber of Commerce. He has defended hospitals and medical practitioners in medical negligence suits in both the High Court and the Subordinate Courts and has represented professionals in disciplinary proceedings.

Boon Theng graduated from the National University of Singapore Law Faculty in 1990 and subsequently completed her Masters in Arts Degree in Medical Ethics & Law from the University of London (King's College Centre for Medical Law and Ethics). She has 25 years of legal practice experience under her belt and has a special interest in healthcare law and ethics, advising various clients within the healthcare industry.

In addition to her legal practice, Boon Theng sits on various hospital committees including research and ethics committees, IRBs, Institutional Animal Care and Use Committee and clinical ethics committees. She has been recognized for her volunteer work on the National Medical Ethics Committee and the National Cancer Centre Medifund Committee. She is also Honorary Legal Advisor to the Singapore Medical Association and currently the Vice President of the Law Society of Singapore Council.

Dr Kwek is a senior consultant psychiatrist from Ng Teng Fong General Hospital, Jurong Health Services. He is involved in the Consultative and Liaison psychiatric service and hence commonly has to deal with challenging situations on the ward involving patients and relatives. He would share with the trainees his experience which could be instructive for their professional career.

Dr Lau is a Senior Consultant Forensic Pathologist and Branch Director of Professional Services at the Forensic Medicine Division of the Health Sciences Authority. He is also, concurrently, a Clinical Associate Professor of the Yong Loo Yin School of Medicine, NUS, and a Visiting Consultant to the Departments of Pathology of SGH and TTSH. He oversees both the undergraduate curriculum in forensic medicine, as well as post-graduate training in forensic pathology. He sits on various committees, including the HSA Professional 14Board and the Product Vigilance Advisory Committee, and is a member of the editorial boards of several international forensic journals. Dr Lau is a recipient of the Minister of Health Award for the Tsunami Relief Operation (2005), the Singapore Police Overseas Service Medal (2005), the Public Service Medal (2005) and the Public Administration Medal (Bronze) (2013).

Adj A/Prof Lee See Muah is a Senior Consultant in the Department of Medicine, and Chairman of the Clinical Ethics Committee at the Ng Teng Fong Hospital. He trained in Occupational Medicine and read Law with the University of London. He subsequently obtained his LL.M from the University of Edinburgh in 2015. He has a special interest in Diabetes affecting work, and was awarded the Post-Graduate Diploma in Diabetes with Distinction from Cardiff University, UK in 2010. His work has been published in academic journals. He is also Adjunct Associate Professor with the Saw Swee Hock School of Public Health, where he has responsibilities for post graduate and undergraduate teaching.

Siang Pheng is a lawyer and a senior partner in the firm of Dentons Rodyk & Davidson LLP. He is a Fellow of both the Chartered Institute of Arbitrators and the Singapore Institute of Arbitrators. He is also a Fellow of the Insolvency Practitioners Association of Singapore. He is a Honorary Legal Advisor to both the Singapore Medical Association and the College of Family Physicians Singapore. Aside from a civil and commercial litigation and arbitration practice, he also specialises in medicolegal work. He has been doing medical law matters since 1989, starting with work on behalf of hospitals and other healthcare institutions, both in the public and private sectors. He has also acted as counsel for the various medical defence organisations (doctors' indemnity providers) including currently the Medical Protection Society. He has advised doctors and hospitals on various legal, regulatory and ethical issues and also defended them in malpractice cases and other proceedings like Coroner's Inquiries and Singapore Medical Council Disciplinary Tribunal inquiries.

Dr Loke is a partner of Mint Medical Centre, a family medicine clinic located at HarbourFront. He is the Regional Medical Adviser (APAC) for Syngenta, a world leading multi-national agri-business where he looks at public and occupational health, toxicology and suicidology issues, and is also Adjunct Senior Lecturer in the Centre for Biomedical Ethics, National University Singapore.

He previously had in the past experience in HSA (Health Sciences Authority) dealing with drug and clinical trial regulation.

In addition to his medical training, Dr Loke holds a law degree and an MA (Healthcare Ethics and Law). He is a member of the panel of the National Transplant Committee, the National Inquiry Panel of the legal profession, the Bioethics Committee, National University Hospital, the Institutional Review Board, Raffles Hospital, the Ethics Committee, Farrer Hospital, the Transplant Ethics Committee, Farrer Hospital, the Medifund Committee, Ng Teng Fong General Hospital and the Medical Board, Eu Yan Sang International Healthcare. He is a Principal Mediator in the Singapore Mediation Centre and State Courts, and a partner in Resolvers Pte Ltd, a private mediation service. He is a Fellow of the Singapore and Chartered Institute of Arbitrators, and was previously a member of the Medical Protection Society Educational faculty.

Wei Munn's practice comprises of a range of civil litigation areas with a special interest in professional negligence. She has over 12 years' experience in medico-legal work and acts for hospitals, clinics and doctors across a range of specialist disciplines in a variety of cases involving civil claims, disciplinary proceedings and inquiries. She has acted for doctors, companies and independent tribunals in relation to regulatory and ethical issues in clinical practice and medical research. She also advises on estate and trust matters, with experience in estate and trust advisory and litigation work. Wei Munn graduated from the National University of Singapore with an LLB (Hons) degree and joined Allen & Gledhill after being called to the Singapore bar in 1997.
 

Dr Habeebul works at the Tan Tock Seng Department of Psychological Medicine as a Senior Consultant Psychiatrist. He is a Member of the Royal College of Psychiatrists, and has a Diploma in Psychotherapy, which is his area of interest. He has been appointed to the Board of Visitors to The Office of the Public Guardian, and is also Assistant Professor at YLL School of Medicine and Lee Kong Chian School of Medicine. Prior to attaining specialist accreditation, he completed a thesis on resilience within doctors, and serves as Chairperson of TTSH's peer support programme.

Dr Seow Wan Tew is a practising paediatric neurosurgeon and currently Senior Consultant and Head of the Neurosurgery Service at the KK Women's & Children's Hospital, Singapore. He is also a senior consultant neurosurgeon with the National Neuroscience Institute and was previously the Head of the Department of Neurosurgery at Tan Tock Seng Hospital and Singapore General Hospital. He graduated MBBS from the National University of Singapore and completed his neurosurgical training in Australia, and is a Fellow of the Royal Australasian College of Surgeons. He is a Fellow of the College of Surgeons, Academy of Medicine, Singapore and is Director for the SRS (Neurosurgery) programme of the Academy. He has an LLB (Hons) the University of London, and an LLM from the University of Melbourne. He is currently enrolled in a Masters of Surgical Education course in Australia. Dr Seow's other current appointments are as Director of Quality Management at the NNI and Director of Medical Risk Management in KKH.

Dr Teo is a Senior Consultant Pathologist, Gazetted Forensic Pathologist, and Branch Director (Technical Capability), at the Forensic Medicine Division, Health Sciences Authority. His teaching appointments include Adjunct Associate Professor (Forensic Science) (Faculty of Science, NUS); Senior Lecturer (Forensic Medicine) (Yong Yoo Lin School of Medicine, National University of Singapore); Consultant and Trainer (Home Team Academy, Ministry of Home Affairs); Trainer (School of Criminal Investigation, Criminal Investigation Department) and Lecturer and Founding Faculty (SMA course on Medical Ethics, Professionalism and Health Law). He is a Visiting Consultant at Changi General Hospital (Department of Laboratory Medicine) and KK Women's and Children's (Department of Obstetrics and Gynaecology).

He has contributed book chapters in 'Clinical Forensic Medicine' (Greenwich Medical); 'The Pathology of Trauma' (Arnold); 'Medical Malpractice (Singapore Medical Association); 'Families in Conflict: Approaches in Mediation and Counselling' (Butterworths); Polson's Essentials in Forensic Medicine (Arnold); and Changing Public Perceptions of Child Abuse and Neglect in Singapore (Singapore Children's Society).

He sits on various committees, including SMA News and Singapore Medical Journal (Editorial Boards); Chapter of Pathologists, Academy of Medicine (past Chairman and current ExCo member); Audit Committee (CGH); Serious Reportable Events Quality Assurance Committee (KKH), and Singapore Children's Society (Board member, Honorary Secretary, Research and Advocacy Standing Committee, Social Work Services Standing Committee).

Dr Teo has received the Minister for Health Award for work in SARS (2003), the Children's Charities Service Award (2004), the Minister for Health Award for Tsunami Relief (2005), the Singapore Police Overseas Medal (2005), the SMJ Reviewer Recognition Award (2007), the Singapore Children's Society (SCS) Gold Award (2009), the SCS Ruth Wong Award (2011), the Long Service Medal (Pingat Bakti Setia) (2012); the Long Service Award (National Council of Social Services, 2014), the Minister of Health Letter of Appreciation for Disaster Victim Identification Work in relation to the 28 December 2014 Air Asia Flight QZ8501 crash (2015); the Public Administration Medal, Bronze (Pingat Pentadbiran Awam (Gangsa) (2015), and Valued Reviewer Award (Journal of Forensic and Legal Medicine, 2016).

Hsu Hsien's main areas of practice are in professional liability and conduct, banking litigation, and insolvency. He acts regularly for a medico-legal defence organisation and medical professionals in malpractice claims in the Courts and disciplinary actions before the Singapore Medical Council. He graduated from the National University of Singapore with an LLB (Hons) degree in 2002 and was called to the Singapore Bar in 2003. In 2008, he was seconded to a barristers' chambers in London and worked with senior barristers on significant litigation and arbitration matters in the UK.

Mr Eric Tin Keng Seng is an equity partner and head of the litigation department and medico-legal practice group of Donaldson & Burkinshaw. He is one of the panel legal advisors of the Medical Protection Society Ltd. He sits on MHA's Criminal Law Advisory Committee, the disciplinary panels of the Council for Estate Agencies and the Accounting & Corporate Regulatory Authority, and the adjudicators panel of the Financial Industry Disputes Resolution Centre. He is a Singapore Institute of Legal Education senior teaching fellow, Duke-NUS Graduate Medical School guest lead faculty member, and the editor of Halsbury's Laws of Singapore (Vol. 8, Criminal Law, 2014 Reissue). A Singapore Legal Service scholar with a masters degree in law, Eric was a district judge and later a state prosecutor before joining private practice.

Dr Luke Toh is a Senior Consultant Interventional Radiologist in the Department of Diagnostic and Interventional Radiology at the KK Womens' and Childrens' hospital, who is also visiting consultant to the Singapore General Hospital. He completed his Diagnostic Radiology training in Singapore in 2009, followed by a year of fellowship in Paediatric Interventional Radiology at the Hospital for Sick Children in Toronto, Canada in 2011, with special interest in the management of vascular anomalies. Medical Law and Ethics remains close to his heart and he enjoys a hearty discussion on medical ethical and legal issues.

Edwin Tong has been with Allen & Gledhill LLP since 1995, and a Partner in the Litigation & Dispute Resolution Department since 2000. He has a broad civil litigation practice which encompasses banking, trust and property law, insolvency, corporate and commercial and professional negligence cases. Edwin is Honorary Legal Adviser to the Singapore Medical Association (SMA), and also to the Singapore College of Family Physicians. He lectures at the SGH Postgraduate Medical Institute and at the SMA Advanced Specialist Training Course on medico-legal matters and medical ethics and also at the Duke-NUS Graduate Medical School as well. In 2006, Edwin was also awarded the Singapore Medical Association Merit Award in recognition of contributions and services rendered to the Singapore Medical Association.

Dr Shahla Siddiqui is a Senior Consultant with the Department of Anaesthesia, and Intensive Care at Khoo Teck Puat Hospital since 2011 and is an Adj. Asst Prof at National University of Singapore. After graduating in 1994 from the Aga Khan University, Pakistan, she completed her residency in anesthesiology and fellowship in Critical Care Medicine from USA in 2002. Recently, she finished her Master of Science from National University of Singapore in Medical Ethics and has published research papers in the field.

Dr Vishal is a general surgeon trained in open, laparoscopic and robotic hepatobiliary and pancreatic surgery and diagnostic foregut and hindgut endoscopies. He is involved in undergraduate and postgraduate teaching and training; and received hospital, cluster and medical school level various teaching and service quality awards. He was a PGY1 program director for six-years. He is currently the Director of Surgical Science Training Centre at Tan Tock Seng Hospital. He has published >260 papers, >10 book chapters, contributed to international guidelines, delivered lectures and serves on editorial board of international journals.

Dr Vishal has keen interest in healthcare ethics and is a member of Tan Tock Seng Hospital clinical ethics committee and external member of Changi General Hospital ethics committee. He is also a member of Transplant Ethics Committee for National Organ Transplant Unit (NOTU). He has completed his Lee Kuan Yew Scholarship funded Masters in Healthcare ethics and Law from University of Manchester. He has also completed one year Fellowship in Surgical Ethics from Centre of Humanism and Ethics for Surgical Specialities (CHESS) from Washington University of St Louis. He is an ethics faculty with SMA CMEP since 2015 and involved in teaching the Mandatory Medical Ethics (MME) modules.
